$$3 \frac { \mathrm {~d} ^ { 2 } y } { \mathrm {~d} x ^ { 2 } } + 5 \frac { \mathrm {~d} y } { \mathrm {~d} x } - 2 y = 8 + 6 x - 2 x ^ { 2 }$$
where \(y = 6\) and \(\frac { \mathrm { d } y } { \mathrm {~d} x } = 5\) when \(x = 0\).
